This is a quick 2 mints photoshop cc and cs6 tutorial for oil painting and oil paint digital effect or digital painting effect
process of this METHOD is  open the photoshop and open your desire image in it after it go to filter panel and the oil paint if you are using photoshop cc then go to filter and then render effect and you will see oil paint there  you must have a 512mb of vram to use this in photoshop cs6 and 1gb vram for photoshop cc 2017 for smooth and best result i suggest you to lower the shine in the oil paint settings
